Position Summary
The Resource Mobilization, Planning, M & E Unit Coordinator will be accountable to program Director and shall advice and provide notes on high level issues or trends of changes of the organization programs, strategic plans to the Executive Director in a timely manner. More specifically initiate and undertake design of M &E system, planning tools and resources mobilization strategies. Make sure that the organization’s Strategic and individual projects Plan is well designed, sufficient resources mobilized and efficiently used, implemented and evaluated in congruent to the institutional vision and mission statements, as well as applicable institutional plans and projects, government and partners’ policies.
She or he monitors progress, ensures a timely action, prepare reports, document results, and make available to all concerned in a timely and appropriate channels and format.
Major duties of the Position holder
Establish and administer value for money, results based and up-to-date M &E system and associated tools and ensure that the required system is adopted by all projects and programs functions.
Design and monitoring visits to see project progress and made internal evaluation as well as facilitate and work with external evaluators when needed.
Assist the development of annual work plan (AWP), performance management frameworks, andlogic models and track the project’s operation accordingly.
Assist in development of projects for fund raising and their associated M &E matrix and results indicators, drafting TOR for Baseline and Evaluation,Document, publish and share evaluation results and lessons to all concerned in a timely manner.
Assist and build capacity of project teams to maintain proper quality and timely reporting standards, and proper operationalization of the M & E system.
Contribute to the overall program of MELCA strategy including actively identifying opportunities for collaboration with donors, stakeholders and needs from project areas
Ensure the values of participation, effectiveness, efficiency, big picture impacts, partnership,sustainability, social responsibility, and transparency in MELCA’s day to day engagement.
Qualifications and requirements:
MSc. Degree in planning, Monitoring and evaluation, project management and related subjects with additional training on reporting, resources mobilization, communication and documentation, etc.
3 years of experience in M &E, Project and programing administration, resources mobilization and documentation preferably in environment and natural resources. Livelihood, agriculture sectors, notably in NGO environment
High competence in M &E design and implementation, fund raising, proposal and report writing, communication skill, team work, and risk and conflicts management Have a comprehensive understanding of system and strategic level thinking and sustainable development and environmental governance principles, and big picture impacts
Working knowledge of sustainability, value for money, result based planning and monitoring, M &E systems, sustainability of results and impacts, accountability and transparency Fluency in English language usage, both in writing and reporting.
Appreciable analytical and computer skills in MS Office including Word, statistics, Excel, PPT, e-mail, ICT based M & E system and, website management.
